Assembly Concurrent Resolution No. 3--Amending the Joint Rules of the Senate and Assembly for the 69th legislative session to require the Senate Standing Committee on Finance and the Assembly Standing Committee on Ways and Means to ensure that the salaries of the officers of the Nevada Highway Patrol are set at a rate which is based on the salaries of officers of equivalent rank of certain law enforcement agencies within this state.

Resolved by the Assembly of the State of Nevada, the Senate Concurring, That the Joint Rules of the Assembly and Senate as adopted by the 69th session of the Legislature are amended by the following addition:

CALCULATION OF SALARIES OF OFFICERS OF THE NEVADA HIGHWAY PATROL
In considering the proposed budget for the executive department of state government for the ensuing biennium, the Senate Standing Committee on Finance and the Assembly Standing Committee on Ways and Means shall ensure that the respective salaries of the officers of the Nevada Highway Patrol of the Department of Motor Vehicles and Public Safety are set at amounts which:
1. For the first year of the biennium, are equal to or greater than the average salary of police officers of equivalent rank employed by:
(a) Law enforcement agencies of cities whose population is 50,000 or more;
(b) Law enforcement agencies of counties whose population is 100,000 or more; and
(c) Metropolitan police departments formed pursuant to chapter 280 of NRS in counties whose population is 100,000 or more; and
2. For the second year of the biennium, are equal to the respective amounts established pursuant to subsection 1, plus an adjustment for inflation, if any. The amount of the adjustments must be determined by multiplying the respective amounts established pursuant to subsection 1 by the percentage of inflation, if any. The Consumer Price Index published by the United States Department of Labor for July preceding the biennium must be used in determining the percentage of inflation.

Assembly Bill No. 144--An Act relating to taxation; requiring certain cities and towns to transmit the proceeds of certain license taxes to the districts to which the proceeds are assigned; allowing certain districts to pledge irrevocably the proceeds of certain license taxes for the repayment of certain bonds or other obligations; and providing other matters properly relating thereto.

Assemblyman Carpenter moved that the bill be referred to the Committee on Government Affairs.

Assembly Bill No. 148--An Act relating to mobile homes; requiring a landlord of a mobile home park to notify the manufactured housing division of the department of business and industry of a rent increase that affects a tenant who receives assistance from the trust fund for low-income owners of mobile homes; requiring a tenant to be the registered owner of a mobile home to be eligible for assistance from the trust fund; expanding eligibility for assistance from the trust fund to include persons who are registered owners of travel trailers that are located on mobile home lots in mobile home parks; and providing other matters properly relating thereto.

Assemblyman Perkins moved that the bill be referred to the Committee on Commerce.

Assembly Bill No. 149--An Act relating to public lands; providing a civil remedy and a criminal penalty for performing certain acts without the authorization of the state land registrar; abolishing the board of review; requiring counties to adopt certain regulations concerning public lands within their boundaries; requiring the state land registrar to convey certain public lands to counties; authorizing district attorneys to enforce certain provisions relating to the management of public lands; revising the designation, membership, compensation and duties of the land use planning advisory council; and providing other matters properly relating thereto.

REMARKS FROM THE FLOOR

Assemblyman Manendo requested that his remarks be entered in the Journal.
Thank you, Mr. Speaker.
I rise today with much sadness in my heart. My neighbor, my friend, Danielle "Dani" Jasinski, passed away yesterday at the age of 30, of a very rare cancer. She was a single mother of one. She was very involved in our community, in Neighborhood Watch, and in organizations in her manufactured housing community. She was diagnosed with cancer just five or six months ago, went to California and had some treatments, but the outcome was not successful.
I was wondering if this body could rise for a moment of silence in honor of my friend, Dani Jasinski?

As a function of my heritage, I generally start my day off by consulting the Basque American Almanac, or "BAA." Well, I noticed today in my Basque American Almanac there was a very important date, February 6. It marks the birthday of someone very important to us here in this body who is a fellow Basque American, and most important to you, she is our journal clerk. Least important to you, she is also my cousin. I would like to lead this body in wishing and singing happy birthday to our Journal Clerk, Bonnie Borda. And it's not Ba Ba Black Sheep, we are singing Happy Birthday.
